California, Minnesota, and New York have been particularly active in legislating access to language services in health care. Although these states are at different stages, they gener- ally are considered leaders in language services and are likely to provide insights for other states. California has the most comprehensive provisions in the nation on access to language services and is the only state that has passed regulations mandating that commercial health plans make available to and reimburse providers for language services.
