Romey and Marc Obladen University of Essen Essen Germany 1 INTRODUCTION With the treaty establishing the European Community and with the ratification of the Treaty of Amsterdam the European Community receives wide legislative rights. The following states are members of the European Community Austria Belgium Denmark Finland France Germany Greece Ireland Italy Luxembourg Netherlands Portugal Spain Sweden and the United Kingdom of Great Britain and Northern Ireland. In order to carry out their tasks and in accordance with the provisions of this treaty the European Parliament acting jointly with the Council and the Commission make regulations and issue directives take decisions and make recommendations or deliver opinions.
