Thus one must identify not only on-site sources of contamination but the surrounding area sources as well. Many of the sources have already been identified and the circumference of potential impact is speculative based in part on past experiences with hazardous substance migration in the environment. Federal state tribal and local regulatory agencies track sources of use and misuse of hazardous materials and maintain this information. The information is part of a database or kept on file. All this is accessible to the public. The circumference of potential impact is the distance from a source that may be affected by migration. However potential impact distance may vary depending on the environmental setting. A hazardous substance spill on low-permeability soil a half mile from the site will not have the same potential impact as the same spill in surface water located upstream from the property under investigation. Yet a minimum recommended search distance is typically based on the type of listing. The All Appropriate Inquiries Rule mandates a minimal database review and search distance similar to that of the 2005 ASTM Standard. The minimums are listed in Table but the investigator should not be limited to either the minimum type of list or the minimum radius from the site.
