There is a basic need for water in sufficient quality and quantity so that it not only sustains life but also allows for continued economic and social development. Water is being used in increasing quantities. It s not just for drinking but also food production washing and cleaning industrial production processes including cooling recreation transport navigation and irrigation. As rivers lakes and seas which are used for drinking water abstraction and wastewater discharge cross national and international boundaries it is essential that there is cooperation between users of such a vital resource. Pollutants which are put into a river upstream can have health consequences for those abstracting water downstream. There is an increasing awareness of the need for international agreements for the provision of water and management of water resources. The Israelis for example supply 55 million m3 per year of water to Jordan from the Yarmouk Such agreements are also necessary for the protection of the quality of water which transcends international boundaries.
