The EU institutions have repeatedly underlined the need to address transport emissions. The European Commission has issued several policy papers since 1992 that outlined the need for the application of the ‘polluter-pays’ principle and fair competition between modes of transport. In July 2008, the Commission published its ‘Greening Transport’ package which includes a series of proposals to make the transport sector more environmentally friendly and to promote sustainable mobility.
