We advance this literature by using process quality measures that accurately represent the provider’s ability to respond to a range of conditions that promote poor human growth in low- and middle-income settings. Our measure employs clinical case scenarios that offer an objective method of evaluating what occurs during the encounter between a client and provider, and whether provider performance accorded with established standards of care. The specific case scenarios constructed measure the process quality of prenatal and child healthcare. These services were chosen because they address conditions of high prevalence, are associated poor long-term outcomes with significant.
