The expansion phase of the project was from November 2002 through March 2004. The purpose of this phase was to evaluate the performance of the model under routine-use conditions, with limited external inputs, and to complete the transition to full local management of the services. After an initial facility assessment (see Appendix 1) to determine readiness for adding cervical cancer screening services and training of additional staff, the project expanded to the remaining two divisions of the district. Recordkeeping was streamlined, new outreach strategies were added, and training and supervision were gradually transferred to district staff. .
