An infrastructure bank could be particularly effective at leveraging additional investment because it would be able to make such investment more attractive to private investors. A federal bank could help inexperienced states and localities develop attractive public-private partnerships and could connect willing private partners with these investment opportunities. Providing a single “home” for such project proposals would eliminate the need for investors to make redundant pitches to multiple federal, state, and local agencies, making the entire process of linking private capital with critical infrastructure projects both more efficient and user-friendly. Federal oversight and guidance could also perform the important task.
