Shortly after the terrorist attacks against the World Trade Center and the Pentagon on September 11, 2001, Congress passed a new law that mandated the screening of all baggage carried on all commercial aircraft by the end of calendar year (CY) 2002. The Transportation Security Agency (TSA), a newly formed organization that is part of the Department of Homeland Security, was given the responsibility for assuring the rapid implementation of this mandate.
