This report describes a review conducted by the Air Force and the RAND Corporation called the Chief’s Logistics Review (CLR). Somewhat different from a typical RAND study, this was a joint effort in which RAND acted as analytic advisor to the Air Force. This effort was directed, in October 1999, by Gen Michael E. Ryan, then Chief of Staff of the Air Force (CSAF), to develop improvement options to mitigate logistics problems that had arisen in the 1990s.
