Recognizing that effective taxpayer service has a significant impact on voluntary tax compliance, the IRS continues to focus on improving its service. Assisting taxpayers in preparing their returns by answering tax questions reduces the burden of notices and correspondence that taxpayers might have received if they made errors on their returns. Taxpayer service also reduces overall unintentional noncompliance and the need for compliance activity in the future. As a result of resource shifts and other factors, the IRS developed its Taxpayer Assistance Blueprint to improve service for taxpayers by focusing on services that support.
