It is the task of the HAS and the UNDESA to track and keep in focus changes in the atmosphere of world governance and public administration. The United Nations Department of Economic and Social Affairs is a department of the United Nations, based in New York, with a particular role in improving governance world-wide; and the International Institute of Administrative Sciences, based in Brussels, is a long-established (1930-founded) and neutral scientific institute that studies modern governance and proper public administration. It can clearly be argued that the existence and the work of bodies like UNDESA and HAS are themselves a consequence of a process that now goes by.
