The development of performance indicators to measure progress, both quantitative and qualitative, should be undertaken with care. If the skills to develop performance indicators are not part of the skill set of the proposed project team, then the project manager may wish to include ‘indicator development’ skills in the ‘Resource’ section and in the ‘Risks’ section of the Implementation Plan.
