In the scale-up phase, RAND is conducting both qualitative and quantitative analyses to better understand the effects of the reform on schools and students. This report documents the findings from the implementation analysis of the first two years (1995–1997) of the five-year scale-up phase. This report should interest educational policymakers at all levels of government, school administrators and teachers, and communities concerned with improved schooling.
