The Government of India has highlighted the need for a holistic approach in dealing with the impact of extremism on communities, in line with the recommendations of an Expert Group on Development Challenges in Extremist Affected Areas submitted to the Planning Commission in 2008. Since then, a number of initiatives have been put in place, including an Integrated Action Plan (IAP) for Selected Tribal and Backward Districts, currently being implemented in 60 Left Wing Extremist – affected districts; the Policy document on Protection of Children’s Rights in Areas of Civil Unrest, developed by the NCPCR; and the newly launched Bal Bandhu scheme, to be implemented by NCPCR to protect the rights of children affected by civil.
