Experience has proven that certain high-risk events, such as auto races and air shows, require particular planning in addition to the more generally applicable guidelines. This manual provides guidance for the particular planning of these high-risk events, as well as guidance to plan for terrorist and criminal activities. FEMA recognizes that no two events or situations are identical. While this document provides an approach to planning for and coping with special events, it does not provide guidelines that are universally applicable or without need of modification to the specifics of a particular event. .
