In Alberta, the Environmental Protection and Enhancement Act (EPEA) and associated regulations are the principal legislation (delivery tool) governing the environmental aspects of pulp and paper mill developments. Section 14(4) of the EPEA establishes the authority to develop guidelines and objectives to meet goals and purposes to which environmental protection efforts are directed. Under the EPEA legislation, all new pulp, paper, newsprint or recycled fiber mills with a capacity of more than 100 tonnes/day are required to prepare an Environmental Impact Assessment report (Alberta Regulation 111/93 - Environmental Assessment (Mandatory and Exempted) Regulation).
