Given the characteristics of the geography, environment, socio - economical condition, the objective and subjective reasons, the northwestern border region of Vietnam today is one of the regions that has the lowest socio - economic development in Vietnam; socio - political base is inadequate; socio - political situation latents many destabilizing factors. This is one of the major areas that the enemy forces concentrated activities against Vietnam revolution. So building the socio-political base strongly in the northwest border region of Vietnam makes a foundation to safeguard the national sovereignty, national security and borders which is a matter of strategic significance in the cause of building and defending the Socialist Republic of Vietnam. Officers of the Border Guard are the main force directly on duty to manage, defend the sovereignty, national border security. The activities of the Border Guards mainly in the border areas and islands. The Border Guard have functions of combat troops and productive labor forces. They have an important role in building socio-political basis in the border regions.
