Department of State in a contrastive analysis with those in Vietnamese because of the following reasons: Firstly, English is a predominant means of international communication, especially of transferring information. In Vietnam, many magazines, newspapers and internet sites are published by Vietnamese and then exchanged in English. The website of Vietnam Ministry of Foreign Affairs is not exception. Writing, translating and interpreting an English announcement into Vietnamese and vice versa becomes very popular nowadays. However, it is difficult to do this because each language has its own discourse features and underlying socio-cultural values. Secondly, the announcements form a special genre of discourse. They are known as spoken discourse but they are usually prepared in advance in written form. In fact, the announcements of foreign ministry are transmitted on media technologies including the internet, television, newspapers and radio to many different countries and regions so it requires the authors to be qualified and their announcements .
