Introduction In the trend of mankind development, in general and the knowledge economy, in particular, most of the nations in the world have put high interest and attention in increased labor productivity through STI development. Accordingly, the competitiveness of a country is directly dependent on innovation capacity and the ability of exploitation of enterprises’ research results for production and social development. In this context, the development of policies for STI plays an important role. In Vietnam, the capacity of STI was still low and the national innovation system was still limited.
