The rising process to become the world's leading agriculture of Japan begins with changes in macro-policy level since World War II. Japan has moved from the first steps to reforming agricultural land to build self-control farmers, promoting the conversion of production structure from rice to products with increasing demand on the basis of law. From the 1990s, Japan applied more strongly the market principle in agricultural production, ensuring harmony with rural life. The article focuses on research to draw some successes in agricultural and rural development policy in Japan towards intensive agriculture with mechanization, chemistry, irrigation and electrification, from that to draw some policy implications for Vietnam in sustainable agriculture development.
