Climatic abnormalities observed in Kashmir over a couple of years (2014- 17) has put saffron farming system under great distress leading to reduction in overall production from recorded in 2013 to almost recorded in 2017 and thus warrants to bring saffron cropping system under crop insurance cover so as to save saffron growers from annual exchequer loss of Rs 210 cores.
