Discussing these principles in the Vietnam’s situation showed that Vietnam now lacks the normative rules for public debt management. Although, Vietnam has issued the public debt management laws recently but it is only still at the initial stage. The content of the regulation is quite simple, contains many loopholes. When compared it with the international standards, the public debt management pattern of Vietnam is at the low standard level. In such conditions, along with the reality of the current debt as analyzed, it is clear that the risks and costs of public debt of Vietnam are very particularly worrisome. Improving policies and regulations on the public debt management, from declaration of the clear bundle of objectives to establishing of strategic processes, and developing the depth of the government bond market in the direction of soundness, efficiency is a critical requirement to help Vietnam can better manage its public debt. In addition, the process of designing a good public debt management practice and tool should also be placed in the general context of the macro economy along with the institutional reform process, the independence and the ability of coordinating with other macroeconomic policies.
