TDR is basically based on the Gross Floor Area GFA or and Floor area ratio FAR FSI or Plot Ratio which after 40 years have been approved by the American Planning Association APA-1958 is being acclaimed as a new and ingenious way of making zoning ordinances more flexible and appealing to planner architect and builder . Currently many countries successfully use TDR as an important tool for implementing urban development policies such as Green City in Singapore Preservation of Valu- able Buildings Agricultural Land in the United States Encouragement infrastructure development Parks in Japan. This paper addresses the possibility for the TDR to be applied in urban planning construction and urban management practice especially the high-rise buildings in large Vietnamese cities. Initial conditions for applying the TDR include necessary legal provisions relating Air Rights Development Rights.
