Thus enhancing civil education will help the country develop towards market-based economic and international integration. Why despite a complete curriculum for civil education at secondary schools do young people still lack knowledge and understanding about the state s structure and governance issues Vietnamese young people have rare opportunities to contribute their ideas and make their voice heard. Even if they have a chance to do so their opinions are not seriously taken into account. This in turn has discouraged them from being engaged in governance and making positive changes. Civil education improves students knowledge skills and enthusiam which are necesssary for the active and responsible participation in society and governance. Therefore an innovative way of teaching and learning civil education will inspire students to learn more about this subject and grow into future active citizens. Through a grant with USAID s Governance for Inclusive Growth Program entitled Civic Education for Youth Program the Center for Sustainable Development Studies CSDS reviewed the current civic education curriculum in Vietnam s high schools to suggest improvements to delivering the curriculum. As a result CSDS has develop a manual to guide teachers through the basic steps to design a civic education syllabus either by theme or by project-based lectures.
