Business investors only feel secured when the national legal and judicial system functions effectively to protect their legal rights and interests. Countries seem to share the same view on the need for a judicial system with simple and prompt procedures that can bring justice to people and is able to meet the expectations and desires of the parties who rely on court to resolve their disputes. Many countries have adopted a modernized digitized and citizen-friendly procedures during the civil and commercial proceedings to better serve their businesses and citizens. Enforcing contracts is also one among 11 indicators of the World Bank s Doing Business Report to rank the ease of doing businesses among nearly 200 economies worldwide. In this context the Government of Vietnam has issued Resolution 19 in 2014 and 2015 which also set the target to improve the quality and efficiency of enforcing contracts. Vietnam set the target for reducing the time of enforcing contracts to 200 days. This quantified figure is based on the calculation at the Civil Procedure Code. Therefore the revision of the Civil Procedure Code is of high importance to achieve the target. This report is based on the result of various activities between the Ministry of Planning and Investment Central Institute for Economic Management CIEM with the USAID Governance for Inclusive Growth Program in 2015. Activities included a desk study review of legal documents the draft 2015 Civil Procedure .
