Non-state actors play a major role in foreign policy making of nation-states and significantly influence their foreign policy behavior. They lobby in domestic as well as international settings and mobilize their home or host states and national and global public opinion. Non-state actors are active in more than one state; therefore, they can exploit states against each other. By hiring former bureaucrats and political leaders, non-state actors use personal connections of their employees. |
