Shrimp farmers in the district can conduct 2 crops of shrimp per year crop 1 in dry season and crop 2 in rainy season . However the crop in dry season is main crop because the weather and water salinity are more suitable. Sectoral managers also encourage the farmers to practice one crop year crop 1 . In 2004 there was of shrimp farmers obtained the negative profit in the first crop. About of the total number offarmers did stocking for the second crop but of them had the negative profit. Average investment of the successful farmers was about 90 million VND ha year for crop 1 and 70 million VND for crop 2. The felt farmers often had the investment less than 40 million VND ha year they were also poor lack of capital and facilities as well as did not conduct appropriate pond preparation and bought cheap but not good seed. Most of these poor farmers had no savings but overdue in the Bank then they could not borrow loans any more. Therefore they had to obtain private loans with very high interested rate 15-20 per month . In addition funds and man-power for aquaculture extension are not enough. Division of Natural Aquatic Resources could investigate and check about 40 of the total number of seed provided to the farmers. Regulations on the land price for resettlement was inappropriate must lower many times in comparison with the market price. This made difficulties for any improvement or upgrading of the irrigation systems for in order to meet the requirement for development of a long-term aquaculture in the district. Keywords Shrimp
