The amateur builder is encouraged to visit his local office before building an aircraft. Original certification is the responsibility of the FAA MIDOs but in many parts of the country the responsibility has been delegated to the GADOs. There are no prescribed design requirements for homebuilts in the United States anything goes but there are safeguards. A Maintenance Inspector of the Federal Aviation Administration FAA will require to vet drawings from which an aircraft is to be built. He may well criticise certain design features and can require them to be changed in the absence of evidence of safety. The Inspector needs to know the origins of materials used and these must be up to good commercial standards at least. To qualify for certification in the Experimental Amateur-Built Category the bulk of the aircraft must have been constructed by the builder s for recreational or educational purposes. This is the FA As 51 per cent rule . To satisfy it evidence including relevant invoices and shipping documents is needed to substantiate that more than half of the aircraft was built for these purposes. Prototypes built for commercial purposes either by individuals or by companies are ineligible as are aircraft used for research and development. A permanent identification data plate must be attached to the aircraft. Registration marks must be carried and the word Experimental must be marked near each entrance in letters 2 in 5 cm high. A passenger warning placard must be displayed in the cockpit of single and multi-seat aircraft in full view of the occupants saying Passenger Warning - This aircraft is amateur built and does not comply with federal safety regulations for standard aircraft. The aircraft should be fitted with instruments and equipment listed .
