No capacity for business training existed in the project area hence there was a need for building up the capacity of providers to render complementary business development services. Graduates also need marketing assistance for which marketing intermediaries were set up. Broader Program Issues One of the main success factors of the ISTARN program has been its flexibility to respond to opportunities that arise and to experiment with solutions for problems encountered. The program also tried to become self-sustainable. Costs were cut for example by limiting workshop visits by program staff members to one a month. At the same time training fees were introduced. Gradually a measure of self-financing has been reached at the expense of reduced access by the poor and those from rural areas. The experiences so far make it clear that full cost-recovery is unlikely. ISTARN shows that apprenticeship training can be a cost-effective form of TVE and follow-up services.
