We should however temper our technological enthusiasm with a dose of realism never forgetting that new technologies cannot outperform the educators who design and implement them. Uninspired questions will never spark learner curiosity no matter how dramatic the special effects used to enliven them on a computer screen. While doing our best to make the most of the opportunities new educational technologies afford us we cannot afford to lose sight of the human side of education. There are many advantages of new educational technologies most of which are grounded one way or another in the information technology boom. Information technology provides us with new ways to store analyze and convey large amounts of information at very high speeds. This enables learners to access educational material from virtually any site that has a computer and an Internet connection. Moreover material can be accessed at virtually any time of the day or night. Learners can also spend as much or as little time as they choose with the material and return to it as many times as they like. Compared to the cost of transporting learners to a central classroom this also helps reduce costs. In other words new educational technologies have the potential both to empower and liberate learners. Of course this is not a new dimension in pedagogy. After all the introduction of textbooks offered similar benefits because they too can be studied anywhere at any time and do not require learners or educators to travel to a .
