A person is disqualified from acting as a member of the audit team if he or she is an interested party or if confidence in his or her impartiality in relation to the HEI subject to the audit comes under question. Disqualification is determined in compliance with the provisions of the Administrative Procedure Act (434/2003, Chapter 5, sections 27–29).
