Lord Denning complained that, of the many books that have been written on the subject of the interpretation of statutes, ‘all [are] for the old hand. Not one [is] for the beginner.’1 It is the intention of this little book to make good that challenge, to attempt to explain to the beginner how to understand statutes. The interpretation of an Act of Parliament demands an understanding of the Act, which should be based upon a number of factors.
