GIS can contribute to each of these four areas. EPA has undertaken major efforts to increase the accuracy of its locational data for its regulated facilities or sites and environmental quality monitoring points. EPA has been promoting the use of GIS to enhance identification of disproportionately affected communities. The Final Guidance for Incorporating Environmental Justice Concerns in EPA s NEPA Compliance Analyses specifically recognizes how GIS can help in environmental justice analysis . EPA 1998b . GIS technologies are useful for characterizing environmental justice issues by identifying the locations of minority communities that potentially may be affected by proposed actions and providing a visual understanding of how potential impacts may be distributed within a geographical area.
