In general public nuisance complaints originally based on the principle of discomfort to the sovereign have been among the oldest legal approaches used to abate air pollution emissions. Today these complaints are still used when odors or emissions occur that may affect more than one person. Nuisance is defined in the common law as anything injurious indecent or offensive to the senses and that obstructs or otherwise interferes with the free use or enjoyment of life or property. The legal concept of a public nuisance as developed in the common law refers to a nuisance that affects the entire community or any .
