In addition to Albanese, et al.‟s five characteristics of “competencies,” two other terms often used in discussions on educational frameworks warrant a clear definition. “Assessment” is integral to CBE and refers to any of a wide variety of measurements of learner performance. CBE‟s emphasis on learner performance as evidence for having achieved a competency is predicated on the ability to accurately and validly measure performance in tasks and situations reflective of that competency. .
