Asylum law has been enriched in the last few years by a number of mea- sures of the European Community that address the legal relation between per- sons in need of protection and the Member States. These measures make up the Common European Asylum System – a body of law that covers all aspects of asylum law: qualification for protection, procedures for qualification, allo- cation, and secondary rights. Although its impact on asylum law and practice in the Member States remains to be seen, this system merits description and analysis, if only because of its comprehensiveness
