To supplement, complete theory of procedure, reform and particularly reform of administrative procedure implementation in operation of the public universities to meet the demand and requirement of reality. To point out advantages and disadvantages when implementing administrative procedures in the universities then suggest some measures to improve the reform of administrative procedures in operation of the public universities, contribute to improve management quality of the universities and the quality of univerisity education.
