The farmers’ opinions of the impact of the policies currently practiced by the central government and local authorities to give them access to the labor market are also analyzed in this study to help management officers see how the policies affect the beneficiaries so that they can later make appropriate adjustments. Introduction Over the past years of transition to a market economy, Vietnam, on one hand has enjoyed a high economic growth rate with the economic structure shifting for the better, and people’s material and spiritual life has been remarkably improved. However, the number of poor people, especially in rural areas, seems to be increasing (GSO, 2010). The number of economically excluded people has increased, since social exclusion in an economic aspect is associated with those who are poor, near poor, and those with incomes above the minimum standard but lower than the medium level of the local community by 60% (Scutella, Wilkins and Horn, 2009).
