In the context that the people’s healthcare needs are increasing while state resources are limited, the continued implementation of the mechanism of autonomy and self-responsibility for public non-business health units has become increasingly important. Many consequences were brought about by the implementation of the autonomy mechanism and the failure to maintain the level of autonomy when compared with the previous period. In contrast, the policies must simultaneously ensure sustainability in autonomy for public health service units. |
