It provides a mechanism for identifying specific documents that will be generated and for assessing the risk involved by using the data received. This same data can be used to develop program costs. A risk assessment should be performed by the entity receiving the input to quantify the risk associated with proceeding. A decision should then be made by the entity having jurisdiction over the element in question as to whether or not the risk is acceptable.
