In Ho Chi Minh City HCMC during the rainy season roads are often flooded affecting transportation and socio-economic activities. Transport management agencies are often passive in handling transport congestion and incidents caused by rain and flooding. This paper introduces a study on formulating traffic management measures to cope with adverse weather conditions causing road flooding and traffic congestion. The objective is to propose feasible proactive and smarter measures for the authorities by understanding the patterns of travel behavior in road flooding conditions and by applying the intelligent transport system ITS in transport management. The study is approached from analyzing the status quo of weather-responsive traffic management solutions in District 9 Thu Duc City HCMC. Then the literature review on Vietnam and other countries experiences was undertaken the change in traffic flow and the behavior of road users in adverse weather conditions were analyzed. A set of potential measures is proposed. And with the support of the simulation software VISUM the impacts of 2 groups of measures are quantified Providing and warning information and controlling motorized vehicles. The evaluation results show that the measures help to increase traffic speed and to reduce total travel time in adverse weather conditions. Keywords urban .
